Mallikarjun Kharge of Congress issues ‘black paper’ to counter government’s ‘white paper’
The Congress ‘black paper’ scrutinizes Prime Minister Narendra Modi-led government’s 10-year tenure.
On Thursday, Congress president Mallikarjun Kharge unveiled a ‘black paper’ in response to the Centre’s highly-discussed ‘white paper’. The government’s ‘white paper’ is anticipated to be presented by Union Finance Minister Nirmala Sitharaman during the ongoing Budget Session of Parliament.
“At present, we are releasing a ‘black paper’ in response to the government. Whenever PM (Narendra) Modi expresses his perspectives in Parliament, he conceals his shortcomings. Conversely, when we highlight the government’s failures, they are often disregarded. Consequently, we aim to unveil a black paper and inform the public about the government’s failures,” Kharge stated at a press briefing.
According to reports, the Congress’s ‘Black Paper’ delves into the 10-year governance period under the leadership of Prime Minister Narendra Modi. He further stated, “Non-BJP states such as Kerala, Karnataka, and Telangana are facing discrimination…”
The ‘black paper’ underscores the ‘shortcomings’ of the Narendra Modi administration concerning unemployment, inflation, and farmers’ distress, Kharge stated.
He further remarked, “The Congress secured the nation’s independence, and in 2024, it will lead the country away from the BJP’s ‘shadow of injustice’.”
Speaking to the media, he also expressed, “There is a threat to democracy in the nation… Over the past 10 years, 411 MLAs were enticed by the BJP. They destabilized numerous Congress-led governments. They are undermining democracy.”
The Modi government, in the Union Interim Budget presented on February 1, announced its intention to release a ‘white paper’ comparing the economic performance of the 10-year Congress-led UPA government with that of the 10-year BJP-led NDA government.
A white paper is a government publication intended to highlight new policies and achievements, seeking public support and assessing reactions. Typically, it is identified by its white cover.
During the presentation of the Interim Budget 2024-25 in Parliament, Nirmala Sitharaman asserted that India’s economy faced a “crisis” when the Modi government assumed office in 2014. She attributed this situation to the “mismanagement” of the preceding administration.
She announced the government’s intention to present a White Paper in the House “to assess the period from the Congress-led government’s tenure until 2014 and the current scenario, aiming to learn from the mismanagement during those years”.
The White Paper is anticipated to offer an overview, assessment, and analysis of the Indian government’s comprehensive economic strategy over the years, covering fiscal policy, monetary policy, trade policy, and exchange rate policy.
The budget session commenced on January 31 with President Droupadi Murmu addressing the joint sitting of the two Houses. This session, the final one before the Lok Sabha polls anticipated in April-May this year, is scheduled to conclude on February 10.
